I wonder who came up with this. I'm imagining some Ayn Rand-infected junior official, full of ideological purity and faith in The Markets, deciding to solve EVERYTHING this week the economic way.

And nobody thought that this basically gives the "investors" a profit from such terrorist acts? Someone might decide that it's feasible to pull off some plot they're "invested" in and make a killing in both senses.
