I am guessing it was a long-exposure picture, based on how bright the moon is...but the exposure seems to have turned the water into a really nifty smoky substance.
Water (well, moving water) is one of the best and coolest indicators of shutter speed. It's relatively easy to get the neatest effects without a lot of effort. Conversely, it can sometimes be very difficult to get a natural-looking picture in tight conditions; the water will just give it all away.
